Scalr: Infrastructure Automation Ledger 2026 Scorecard

Scalr is the narrowest of the paid platforms, Terraform and OpenTofu only, with the simplest price, pay per run, and the lowest commercial risk in the group.

Where Scalr put its effort, 2023 to 2026

Each square is one capability area in one year. The brighter it is, the more the area gained in the Infrastructure Automation Ledger that year; 1, 2 and 3 mark that year's biggest pushes.

    Snapshot

    • Type: product
    • Owner: Scalr, Inc. (private, founder led since 2011; describes itself as profitable and venture backed, vendor claim; Series A 2017; no acquisition found)
    • Engine: none of its own; runs Terraform, OpenTofu and Terragrunt
    • Licence: proprietary SaaS; Free up to 50 runs a month; Business $0.99 per run with volume discounts; Enterprise by quote from 20,000 runs a year; terraform-provider-scalr MPL-2.0
    • Latest release: Scalr Agent 1.8.0 (2026-10-12); terraform-provider-scalr 3.20.0 (2026-10-13); platform release notes not published
    • Support lifecycle: SaaS, continuous; agent RPM and Debian packages deprecated 2026-03-31 in favour of the Docker image, which reached 1.0.0 on 2026-05-04
    • Next milestone: none published
    • Targets: Terraform up to 1.5.7 only, OpenTofu recommended for anything newer (docs read 2026-10-15); Terragrunt including native stacks (agent 1.5.0, 2026-09); no Pulumi or Ansible; self-hosted agent pools with outbound access only, control plane SaaS only
    • Tier: IaC management platform
    • Archetype: Dependable builder
    • Evidence grade: B. Pricing, AI, MCP, OPA, drift and agent changelog pages were read from primary sources (2026-10-15). No platform release notes were found, so SaaS cadence rests on the agent changelog and the Terraform provider tags. Funding rests on search summaries. Scores start in 2022 because the first release of the Terraform platform was not found.

AI say-do, 2023 to 2026: 2 AI items announced; 2 GA, 0 still preview, 0 pending, 0 dropped. Both items shipped without a stated stage; nothing was announced ahead of shipping.

Scalr's AI is deliberately narrow: Claude explains failures and summarises plans for approvers, and the MCP server is mostly read-only with admin control over every tool. That design scores well on guardrails and audit and low on generation, which the product does not attempt.

    Reading

Scalr does one thing, Terraform and OpenTofu runs with policy and drift control, and prices it per run with no minimum, which gives it the lowest commercial risk among the paid platforms. Its state and planning score matches Spacelift and env zero; the gap is breadth (no Ansible or Pulumi), orchestration and transparency, since the platform publishes no release notes of its own. The MCP design, OAuth per user and per-tool allow lists, is the most conservative in the group. Before committing, confirm that the SaaS-only control plane and the Terraform 1.5.7 ceiling fit your estate, and ask which plans include scheduled drift detection, because the documentation does not say.
